Standards and Approvals

Car thefts are most commonly associated with home invasions, joyriding, robbery and burglary getaway vehicles, car bombing and police chases leading to accidents and deaths. ITI has selected a proactive approach with a ‘best of breed’vehicle anti theft system product that is approved by the Underwriters’ Laboratories of Canada (ULC), Insurance Bureau of Canada (IBC) for Public Safety. The Mastergard line of immobilizers offers full compliance to the Transport Canada endorsed Canadian Standard CAN/ULC S338-98, Automobile Theft Deterrent Equipment and Systems: Electronic Immobilization.

The best method for reducing car theft is to install an approved Canadian Standard Compliant Electronic Immobilizer – (CSCEI). A vehicle Immobilizer is recognized worldwide as the most effective category of security and anti-theft technology available to corporations and consumers today. Immobilizers prevent vehicle and mobile asset theft while providing safety and security to owners, drivers and operators along with enhanced public safety. A vehicle in the wrongs hands can become a deadly weapon.

Immobilizers are highly successful at stopping “drive away” type thefts, where the vehicle is stolen under its own power (more than 95% of vehicles are stolen in this manner). Immobilizers protect not only car and vehicle owners, but the public at large.

A car and mobile asset thief only has to gain access to the interior of a vehicle to drive the vehicle away. The immobilizer is an affordable, low power consuming and unobtrusive security device integrated into vital multiple engine operating circuits and cannot be started and driven away without the unique and immobilizer-specific electronic transponder tag.

The Mastergard M6000 Vehicle Immobilizer has been tested and certified to the Canadian S-338 Standard, and is compliant with Transport Canada standards, this unit comes with an electronic transponder tag which is placed on the drivers key ring with the vehicles ignition key. The vehicle’s engine will not start unless the coded transponder tag is present. The Mastergard vehicle immobilizer cannot be defeated through the use of a screw driver and/or some simple rewiring, nor can the electronic transponder tag recognition be easily fooled. Over 500,000 M6000’s installations, with no reported thefts. The Mastergard Immobilizer offers auto arming and disarming and can be safely integrated remote start systems.

Aftermarket versus Factory (OEM) Immobilizers

There are two ways businesses and consumers may benefit from immobilizers: by buying vehicles that have an approved factory-installed CSCEI (often a single shutdown); or by having an approved aftermarket CSCEI installed by a certified trained professional with multi-circuit shutdown.

Most factory-installed immobilizers meet Canadian standards, however, you should always verify before committing to a vehicle purchase especially if you are importing the asset from the United States or abroad.

If your vehicle is older than 2007, it is likely that you do not have an immobilizer installed. In addition, vehicles imported from the United States typically will not have a factory immobilizer. This is a mandatory requirement for importation of vehicles into Canada.

Technical standards for approved aftermarket immobilizer are different from that of approved factory immobilizers. Aftermarket vehicle immobilizers are held to a significantly higher standard of performance, scrutinized installation process and must be performed by a minimum certified Class A mechanic. While approved factory immobilizers have the benefit of a seamless-integration and dealership support, approved aftermarket immobilizers are often above standard levels, more advanced and very effective. Are independent of all OEM ECU systems and therefore more secure.

Approved Immobilizers versus Unapproved Immobilizers

There are many brands and models of aftermarket immobilizers, and major car makers will typically have their own systems as well. While these systems all differ in some ways, they must all conform to a certain list of features and range of performance to be used on Canadian roads.

In Canada, all immobilizers used in vehicles must conform to CAN/ULC S338-98, Automobile Theft Deterrent Equipment and Systems: Electronic Immobilization. Transport Canada requires that all immobilizers used in Canada must conform to the standards. Approved immobilizers have the following benefits over unapproved immobilizers, hence do not base your decisions on price, but functionality and adherence to Canadian Standards:

  • Protection: approved immobilizers incorporate advanced methods to better protect your vehicles and other assets, especially against high-tech thieves;
  • Legal compliance: unapproved immobilizers do not satisfy a vehicle’s legal requirement to have immobilizer;
  • Insurance: some insurance companies will not recognize claims for stolen vehicle if the vehicle in question was under-protected as the result of using an unapproved immobilizer;
  • Registration: Imported vehicles that require immobilizers may encounter registry delays or rejections if the immobilizer does not meet the Canadian S-338 standard. Law enforcement and insurance statistics all point to older vehicles and an assortment of mobile assets that include RVs, ATVs, motorcycles, expensive cars, trucks, farming and heavy construction equipment. These being the most common assets stolen, owing to their lack of effective security systems and typically left unattended. To most car thieves, it is about finding easy targets.

  2. Take your car to the Installation Facility
    A standard installation usually takes three to five hours, depending on your vehicle.

    First the Approved Installation Facility will estimate the cost of installation for your vehicle. If you have a remote starter, for example, additional costs may apply.

    When the installation is completed, you'll receive a VSIB Certificate of Installation, which you should present to your insurance company to obtain any discount and also keep a copy for your records.

Canadian Auto-Theft Deterrent Standard (S.338).

In an effort to reduce the billions of dollars lost annually from vehicle theft, and to better protect Canadian consumers, the Insurance Bureau of Canada (IBC) and the Underwriter's Laboratories of Canada (ULC) developed the Canadian Standard for Automobile Theft Deterrent Equipment and Systems: Electronic Immobilization; (Can/ULC-S.338), the first of its kind in North America, recognized worldwide. This Canadian standard forms an integral part of the Transport Canada Standard CMVSS114 which became law on September 1, 2007.

The new Canadian Auto Theft Deterrent Standard was developed after extensive research around the world. This research found that the most successful vehicle anti-theft systems were electronic immobilizers that met or surpassed rigorous testing procedures and attack tests. The Underwriters’ Laboratories of Canada, with the assistance of the Insurance Bureau of Canada, developed a new Canadian Auto Theft Deterrent Standard that is considered one of the best in the world.

The Mastergard M6000 is the first fully automatic Immobilizer anti theft device to be tested and approved to the Canadian Auto-Theft Deterrent Standard (S.338). Mastergard is proud to have two immobilizer products now that have met the high standards and rigorous testing that this standard demands (see our products). Studies by the Insurance Bureau of Canada (IBC) have demonstrated a dramatic reduction in automobile theft when a tested and approved IBC vehicle immobilizer is installed. Mastergard has taken this a step further with a shutout record of 500,000+ installations and 0 reported successful thefts.

Once IBC approved aftermarket systems, such as the Mastergard Immobilizers, have been installed by trained and certified installation facilities, the policyholder may be eligible for a discount on their auto insurance. All installations completed by VSIB certified installation facilities are registered with the Bureau and the policyholder's vehicle is issued with designated numbered window decals. Just inform a participating insurance company or a participating insurance agent of your Mastergard Immobilizer installation and they will confirm the installation of yourvehicle anti-theft device with the VSIB. Your insurer may offer you a discount, at their discretion.
